In order to protect the green water, green mountains and icy snow, our district has put the urban wastewater treatment work in a prominent position to win the battle of pollution prevention and control. Since 2016, our district has invested 2.999 billion RMB (including 1.449 billion yuan in the central budget, 850 million yuan in the central financial fund and 700 million yuan in the government bond fund), and built 71 urban wastewater treatment facilities. Among them, there are three in cities (prefectures), 51 in counties and 17 in towns. Up to now, only 11 counties in the district have no wastewater treatment facilities.
    Promote the construction of wastewater treatment facilities can improve the wastewater treatment rate in our district significantly.
    Reducing the discharge of wastewater pollutants and promoting the construction of wastewater treatment facilities have great significance for promoting the construction of new urbanization, improving people's livelihood and protecting the ecological environment. Nowadays, wastewater treatment is widely used in construction, agriculture, transportation, energy, urban landscape, medical treatment, catering and other fields, and also more and more into the daily life of ordinary people. Data shows that by the end of the 12th Five Year Plan, 60 counties in our district had not built wastewater treatment facilities. During the 13th Five Year Plan period, our district accelerated the construction of urban wastewater treatment facilities, which has been greatly improved in just a few years. Compared with the end of the 12th Five Year Plan, the urban wastewater treatment rate above the county seat has increased by 17.27%.

The reporter learned that by the end of the 13th five year plan, our district plans to achieve full coverage of the county seat with wastewater treatment facilities. At the same time, it will also make preparations for the promotion of wastewater treatment facilities during the 14th Five Year Plan period, i.e. the construction of wastewater treatment facilities in border towns, along rivers, along highways, key scenic spots, national key towns and other places.
    Strengthen technological demonstration and promote wastewater treatment technology in line with Tibet
    The urban wastewater in our district is mainly domestic wastewater. In addition, it is located in the high cold and high altitude area. The urban wastewater has the characteristics of low concentration and low water temperature. The traditional deepening treatment process in the high cold and high altitude area has poor applicability due to the low survival rate of microorganisms, high operation and maintenance costs, and high operational technical requirements. Therefore, when promoting the construction of urban wastewater treatment project, the department of housing and urban rural development of the autonomous region implements the important instruction spirit of "pay attention to the concentration of funds, ensure that one can be built into one, and meet the design period", actively links up with the report of the ministry of housing and urban rural development, and invites the authoritative experts in the field of wastewater treatment of the whole country to carry out the applicability of the treatment process of "pretreatment + artificial wetland" in high cold and high altitude areas. In addition, the pilot project of "pretreatment + constructed wetland" wastewater treatment was implemented in the county of Mozhugongka .
    On the basis of the successful operation of the pilot project, the process of the wastewater treatment project planned to be implemented in 2018 has also been optimized and adjusted. In principle, the "pretreatment + artificial wetland" treatment process has been selected in combination with the actual influent quality, and the wastewater treatment process in line with the actual situation of our district has been implemented to ensure that the project can be put into operation smoothly after completion, meet the discharge requirements of the standard, and give full play to the investment efficiency Benefit.
    So, can the existing wastewater treatment facilities meet the needs of urban wastewater treatment? In response, the relevant person in charge of the department of housing and urban rural development of the autonomous region also gave the answer: "this work has been done in the early stage, which can fully meet the existing wastewatere treatment, and there is still have a certain space."
